DIGITALISATION
AS A TOOL FOR MODERNISING PUBLIC ADMINISTRATION IN UKRAINE

The thesis presents a theoretical and methodological analysis of digitalisation as a crucial factor in the development of the digital society and democratic governance in Ukraine. Digitalisation is characterised as a tool for modernisation and introduction of a new model of public administration based on cooperation with the population, protection of public interests, advocacy of citizens' interests, and public-private partnership with commercial business structures.

It is emphasised that digitalisation of public administration has made it possible to combine efforts in achieving the global goal of sustainable development of the State. Sustainable development is a voluntary initiative of individuals, the state, and the world as a whole, and increasing the openness of public administration allows all stakeholders to access the necessary information, thereby reducing the possibility of fraud.

Keywords: European Union, European integration, public administration, mobile communications, digitalisation, digital technologies, digitalisation.

In the context of European integration, the modern Ukrainian state is being modernised using new governance models that have become widespread in the European community within individual countries. The experience of EU countries in digitalisation shows that the use of digital technologies allows public administration bodies to solve professional tasks efficiently, perform managerial functions more effectively and find fundamentally new ways to solve the problems of the state. Therefore, let us take a closer look at the phenomenon of ‘digitalisation’ and its impact on the development of digital technologies in public administration [1]..................
