INNOVATIVE APPROACHES TO PUBLIC ADMINISTRATION IN THE POST-WAR COMMUNITY RECONSTRUCTION CONTEXT

Abstract

The post-war reconstruction of territorial communities in Ukraine is not merely a matter of rebuilding physical infrastructure, but also an opportunity to implement innovative approaches to public administration. This materials presents the results of a study that explores the potential for integrating the principles of sustainable development, circular economy models, and the Abundance Theory into local recovery processes. Particular emphasis is placed on the transformation from a scarcity paradigm to a mindset of abundance, which enables the mobilization of regional resources, the stimulation of innovation, and the activation of civil society. The paper proposes strategic approaches to public administration that empower territorial communities to recover effectively and contribute as active stakeholders in addressing global challenges.
