TOPICAL ISSUES OF BUILDING LOCAL SYSTEMS FOR PREVENTING AND COMBATING DOMESTIC VIOLENCE IN TIMES OF WAR

Abstract

The thesis is devoted to highlighting the current issues of building local systems for preventing and combating domestic violence in times of war. The analysis of statistical data suggests that in times of social upheaval, this problem requires special attention. For example, in Ukraine, the number of appeals from citizens regarding domestic violence has increased both during the quarantine restrictions caused by the COVID-19 coronavirus pandemic and since the beginning of Russia's full-scale invasion of Ukraine. At the local level, the implementation of measures to prevent and combat domestic violence is entrusted to a number of actors defined by law, who should not act separately but jointly, in cooperation with each other, as a single system. The author analyzes the main challenges faced by communities as a result of the war. The author emphasizes the need to address them and, possibly, to change approaches to issues related to the development of local systems for preventing and combating domestic violence.
