THE ROLE OF COUNCILS OF INTERNALLY DISPLACED PERSONS IN LOCAL DEMOCRACY AND THE REALIZATION OF THE RIGHTS AND INTERESTS OF INTERNALLY DISPLACED PERSONS

Abstract

The theses examine the mechanism for ensuring the rights and freedoms of internally displaced persons (hereinafter referred to as IDPs) by local governments in Ukraine. As a result of the armed conflict in the country and the annexation of Crimea, the number of IDPs has increased significantly, which creates serious challenges for the state and society. The author analyzes the legal framework that regulates the rights of IDPs, including the Constitution of Ukraine, the Laws “On Ensuring the Rights and Freedoms of Internally Displaced Persons” and “On Local Self-Government in Ukraine”, as well as international regulatory acts. The practical mechanism for ensuring the rights of IDPs through the Councils of Internally Displaced Persons is considered. The emphasis is on the need to strengthen the legal protection of IDPs and develop long-term strategies to ensure their rights and freedoms.
