PROBLEMS AND PROSPECTS FOR THE DEVELOPMENT OF SOCIAL SERVICES IN TERRITORIAL COMMUNITIES

The problems and prospects for the development of social services in territorial communities of Ukraine under decentralization are studied. The analysis covers the main changes caused by reforms, with an emphasis on the organization and provision of services at the local level, as well as on transformations in legislative and administrative regulation. Among the key challenges, the lack of qualified personnel is identified, which reduces the effectiveness of social services, as well as imperfect interaction between authorities of different levels, which complicates the coordination of actions and leads to delays in the provision of assistance. The need to strengthen interagency cooperation between state authorities and local governments is emphasized in order to increase the accessibility and quality of social services. The impact of legislative changes on these processes is assessed. The feasibility of modernizing the social security system through digitalization, as well as the development of partnerships with public organizations, is also emphasized. Particular attention is paid to financial security as a critically important factor in the effectiveness of the functioning of communities in the field of social policy.
