MECHANISMS OF PUBLIC ADMINISTRATION OF ENERGY MANAGEMENT IN TERRITORIAL COMMUNITIES: THE MYKOLAIV CITY CASE

The materials presents an analysis of mechanisms for public management of energy management based on the example of the city of Mykolaiv, with a particular focus on key steps for attracting investments under the challenging conditions of wartime. The study considers key managerial decisions, regulatory legal acts, institutional and digital tools that enable sustainable energy development, increased energy efficiency, and implementation of the city program «Warm Mykolaiv». Emphasis is placed on the proactive role of authorities in creating favorable conditions for public-private partnerships, international cooperation, and the introduction of innovative monitoring systems, which are critically important during wartime to attract resources and maintain the investment appeal of the community.
