INNOVATIONS IN THE PUBLIC SECTOR: AREAS AND FACTORS OF IMPACT

This paper focuses on the main areas and factors of stimulating innovation in the public sector. The importance of raising issues related to the generation and exchange of innovative ideas, the empowerment of public sector employees, readiness for changes in the system of public administration bodies, regulatory and legal regulation in the field of innovation, the formation of an innovative ecosystem of the public sector is investigated. The main obstacles to innovation in the public sector are considered, and an example of a model for forming an innovative ecosystem in the public sector is given.
