The theses present a theoretical and methodological analysis of the USAID DOBRE Program's activities in Mykolaiv Oblast in 2016-2021, focusing on its impact on strengthening the capacity of local governments, community development, and civic engagement. DOBRE is seen as a tool to support democratic governance and sustainable development in the context of decentralization. It is emphasized that cooperation between international organizations, local authorities, and the public has contributed to increased transparency, effective governance, and the introduction of new models of development at the local level. The program served as a model of interaction that ensures the sustainability and effectiveness of transformation processes.
