CONSUMPTION OF SOCIAL SERVICES IN THE CONDITIONS OF POPULATION AGING IN UKRAINE

Abstract

The theses present an analysis of the population aging process in Ukraine, as one that does not stop and its indicators are becoming close to the level of economically developed European countries, paradigmatic approaches to the development of social services are outlined, attention is focused on the essential content of the concept of social service, the structural components of the social service system, principles, and grounds for classifying social services are summarized. It is emphasized that the model of organizing the production of social services with the predominant use of state and municipal institutions of social service providers is aimed at producing social effects that are acquired by wide segments of society members. The modern features of the development of the social services sector at the stage of its transformation into a social institution are determined. A systematic analysis of the goals and functions of the social service system is carried out. The systemic functions of the social service sector are indicated. The theses also include the results of a sociological survey of recipients of social services about their preferences and needs. When analyzing the survey of elderly people, it should be noted that, despite the total increase in the volume of services and the number of their recipients, the issue of accessibility of services and accounting for client needs has not been fully resolved. Recommendations based on the survey are given for a comprehensive improvement of the social services system, which will allow solving urgent social problems.
