In the course of studying the nature of competence in global scientific thought, several approaches to its understanding have been formed, including behavioral, cognitive, constructivist, personality-oriented, functional, integrative, and competence-based ones. It is noted that the competency-based approach plays a significant role in the formation of competencies among public servants and should serve as the foundation for the training and professional development of managers in public administration bodies.
