MECHANISMS OF PUBLIC ADMINISTRATION FOR THE IMPLEMENTATION OF THE ENERGY MANAGEMENT SYSTEM IN THE CITY OF MYKOLAIV

Abstract

The materials are devoted to the study of public administration mechanisms for implementing the energy management system at the municipal level. It is determined that effective energy resource management is a key factor for the sustainable development of urban communities, especially in the context of post-war infrastructure recovery. Using the example of the city of Mykolaiv, the main organizational, financial, regulatory, and information-analytical mechanisms ensuring the functioning of the energy management system are considered. It is noted that the organizational mechanism involves the establishment of responsible structures within the executive bodies of the city council, the introduction of an energy manager position, and the development of interagency cooperation. The regulatory mechanism is based on the adoption of local energy efficiency programs harmonized with national and European policies. The financial mechanism includes optimizing budget expenditures, using energy service contracts, and attracting international partners (GIZ, NEFCO, USAID). The information-analytical mechanism provides for the digitalization of energy monitoring processes, the use of open data, and e-governance systems. The implementation of energy management contributes to increasing the transparency of local self-government, forming a new management culture, and reducing the city’s energy dependence. Prospective areas for improvement have been identified: the development of a unified energy monitoring platform, strengthening human resource capacity, and integrating energy efficiency into Mykolaiv’s sustainable development strategy.
