LOBBYING TRANSPARENCY REGISTER IN UKRAINE: ANALYSIS OF EXPECTATIONS, RISKS, AND INSTITUTIONAL CHALLENGES FOR THE NACP

The thesis is devoted to the study of institutional challenges and operational risks arising in the process of implementing the Lobbying Transparency Register in accordance with the Law of Ukraine No. 3620-IX. The central analysis focuses on the contrast between expectations regarding the systemic legalization of influence and threats arising from circumvention of registration and unreliability of financial reporting, which form a «gray zone». The key institutional challenge for the NACP is the need to ensure proactive monitoring and digital integration for data verification, as well as increasing the ethical sustainability of public servants. The effectiveness of the Register is determined by its ability to become an analytical tool for combating corruption, which is a critical indicator of the maturity of the Ukrainian public administration system.
