UKRAINE’S DEVELOPMENT STRATEGY: PUBLIC ADMINISTRATION TASKS, FORMATION MECHANISMS, AND IMPLEMENTATION

The materials examine the evolution of Ukraine’s development strategies from 1991 to 2025, identify the main factors influencing the processes of state formation and public administration. The essence of strategic management as a multi-level system that ensures the formation, implementation and control of state decisions within the framework of a national development strategy is revealed. Particular attention is paid to SWOT analysis as an effective tool for strategic planning, which allows assessing internal and external factors influencing state policy. The work analyzes the key areas of Ukraine’s strategic development – national security, education, energy policy, the fight against corruption and the development of culture. The importance of creating a holistic system of public management mechanisms aimed at ensuring stable, safe and innovative development of the state in the context of European integration is emphasized.
