STATE POLICY TO PROMOTE INVESTMENT IN THE RECONSTRUCTION OF CRITICAL INFRASTRUCTURE: PROSPECTS FOR TRANSFORMATIVE DEVELOPMENT

The article examines the formation and implementation of state support mechanisms for investments in the reconstruction of Ukraine’s critical infrastructure under wartime conditions and in the context of European integration. The study highlights the role of the state as a coordinator, guarantor, and co-investor in creating a transparent and attractive investment environment. Particular attention is paid to the “Ukraine Facility” instrument as a key source of financial support for reforms and recovery. The necessity of establishing a unified coordination center, introducing a “one-stop” regime for investors, and creating a state agency for war risk insurance is substantiated. The article emphasizes the importance of public-private partnerships, tax incentives, and the Fast-Track regime to encourage investments in strategic sectors such as energy, logistics, and municipal infrastructure. It also underlines the harmonization of legislation with EU law and the use of digital monitoring for financial transparency. The proposed mechanisms are expected to enhance economic resilience and accelerate Ukraine’s integration into the European economic space.
