The theses present an analysis of digital leadership in public administration in the context of digital transformation and globalization, which is based on flexibility, transparency, and innovation. It is noted that digital leadership allows authorities not only to ensure stability, transparency, and efficiency, but it also characterizes the leader's ability to implement digital solutions, form a vision for the digital development of the state body, influence the behavior of employees and motivate their efforts to achieve the organization's goals. It is substantiated that digital leadership in public administration in the conditions of digital transformation and globalization is a change management process, where success is determined by the ability of the public administration system to effectively use digital technologies to achieve strategic goals.
