EXPERIENCE IN FORMING THE PRINCIPLES OF STATE WATER SUPPLY MANAGEMENT: THE UKRAINIAN DIMENSION

Abstract

The theses present a retrospective analysis of the evolution of the foundations of state and municipal water supply governance on the territory of modern Ukraine. The chronological scope of the study covers the period from the Kyivan Rus era to the early twentieth century. The transformation of regulatory frameworks governing water management relations is examined through the prism of such historical legal monuments as Ruska Pravda, the Lithuanian Statutes, and the codification acts of the Hetmanate era. Special attention is paid to the imperial period, characterized by a shift in governance paradigms: from spontaneous water use and the involvement of private concession capital to the institutionalization of municipal management of water supply infrastructure in major cities (Kyiv, Odesa, Kharkiv). The condition of rural water supply and the historical prerequisites for the introduction of the first hydro-reclamation measures are also outlined. Based on the analysis, the argument is substantiated that the transformation of water supply into an object of strategic public governance – aimed at protecting the sanitary-epidemiological and socio-economic interests of territorial communities – was a historically inevitable development.
