Abstract

Theses substantiate a mechanism-oriented approach to adapting foreign experience of digital transformation of public administration for Ukraine within the European integration trajectory. Digital transformation is interpreted as a managed systemic reconfiguration of governance processes, data exchange, public services and accountability instruments on the basis of interoperability, digital identity and secure-by-design solutions. Acceleration mechanisms are defined as a coordinated set of legal, organizational, technological and competence-based measures that reduce implementation time and transaction costs without creating new institutions. Priority is given to phased sequencing, component reuse, regulatory alignment, cybersecurity integration and context-sensitive transferability of internationally tested practices for Ukrainian governance.
