This work examines the influence of organizational culture on the formation of leadership potential in public authorities. It analyzes key cultural elements that either promote or hinder the emergence of leadership qualities among civil servants. Special emphasis is placed on openness, ethical governance, innovation support, and internal communication as factors fostering leadership. Conversely, the paper identifies barriers arising in authoritarian, overly formalized, or change-resistant environments. The study includes a review of academic literature, regulatory documents, and outlines methodological approaches for future empirical research. The author substantiates the need for cultural transformation in public institutions as a prerequisite for nurturing a new generation of public sector leaders.
