ETHICAL CHALLENGES OF ARTIFICIAL INTELLIGENCE IN EDUCATION: A COMPARATIVE ANALYSIS OF APPROACHES IN THE BLACK SEA REGION COUNTRIES

Abstract

This abstract presents an analysis of how ethical issues related to the use of artificial intelligence in education are addressed in five countries of the Black Sea region: Bulgaria, Turkey, Romania, Georgia, and Ukraine. The aim of the study is to conduct a comparative analysis of national strategies and to identify best practices in addressing ethical dilemmas. A qualitative analysis was conducted using official documents, academic publications, and strategic initiatives from 2018 to 2025. The results reveal a wide range of approaches: from advisory (Bulgaria) to comprehensive and systematic (Ukraine), as well as different stages of implementation: from theoretical exploration (Georgia, Turkey) to practical application (Romania). Common elements include an emphasis on preserving the role of the teacher, ensuring digital literacy, and protecting personal data. The study confirms the critical importance of ethical considerations in the development of artificial intelligence in education and highlights the need for international cooperation to develop common ethical standards.
