LEADERSHIP THEORIES AND THEIR ROLE IN PUBLIC ADMINISTRATION

The materials presents an analysis of psychological approaches to understanding the concepts of «leadership» and «management» and their significance in public administration. It is noted that leadership is the driving force behind societal changes, leading to transformations in the organization of public administration, the emergence of new principles and management methods, and the introduction of new algorithms for relationships between leaders and their followers. In the modern world, leaders are agents of change who mobilize people and resources to address a variety of challenges. It is emphasized that leadership and management in public administration reflect the internal dynamics between the leader-manager and the group in the context of ongoing social reforms. The development of psychological approaches to the concepts of «leadership» and «management» reflects the complexity of the management process and the shift in the manager’s role toward that of a leader who directs organizational efforts toward achieving its goals.
