DEVELOPMENT OF MECHANISMS FOR PROVIDING ADMINISTRATIVE SERVICES TO CITIZENS IN UKRAINE UNDER MARTIAL LAW CONDITIONS

The theses examine the features of the development of mechanisms for providing administrative services to citizens in Ukraine under martial law conditions. The impact of the full-scale war on the transformation of the public administration system is revealed, in particular the need to adapt service delivery procedures to new security and social challenges. The role of digitalization is analyzed, including the use of electronic services and the Diia mobile application in ensuring the continuity and accessibility of administrative services. Particular attention is paid to the functioning of Administrative Service Centers (ASCs), the simplification of procedures in the field of civil status registration, as well as the introduction of new approaches to identity verification and the provision of social benefits. The main challenges are identified, including technical limitations, cybersecurity risks, and unequal access of the population to digital technologies. It is concluded that digitalization plays a key role in ensuring the resilience of the administrative services system and highlights the need for further improvement of service delivery mechanisms under martial law and in the post-war recovery of Ukraine.
