DIGITAL TRANSFORMATION OF TERRITORIAL COMMUNITIES: EUROPEAN EXPERIENCE FOR UKRAINE

Abstract

The theses are devoted to the study of the digital transformation of communities as a key tool for the development of modern European countries. The use of European experience in digital governance, as well as the possibilities of adapting and implementing the best practices of EU countries in local self-government of Ukraine, is analyzed. The role of democratic reforms in Ukraine, in particular the reform of decentralization and the formation of capable communities, which created the institutional prerequisites for the digital modernization of public administration at the local level, is emphasized, and the process of European integration has increased the need to harmonize Ukrainian approaches with European standards for the provision of digital public services. Particular attention is paid to the models of Estonia, Denmark, Finland and Spain, which demonstrate different areas of digital transformation: interoperability of state registers, digital identification, inclusiveness of electronic services, development of «smart» cities and open data. The main barriers to the adaptation of European practices in Ukraine are identified. It is substantiated that the digital transformation of communities in Ukraine should develop not by mechanically copying European practices, but through their adaptation to the institutional, resource, security and social conditions of local self-government.
