FORMATION OF LEADERSHIP QUALITIES IN THE HEAD OF A LOCAL SELF-GOVERNMENT AUTHORITY

The materials focuses on the study of the process of forming leadership qualities in the head of a local self-government authority under the conditions of decentralization and public administration transformation in Ukraine. It is substantiated that modern leadership is a key factor in the effectiveness of managerial activity, especially during socio-political challenges and martial law. The content of leadership competencies is examined, including strategic thinking, communication skills, responsibility, emotional intelligence, and openness to innovation. The study highlights approaches to developing leadership potential through professional training, participation in leadership development programs, and the implementation of competency-based management models. Particular attention is paid to leadership in crisis conditions and the state initiative to create a leadership reserve for de-occupied territories.
