Reforming the health care system is one of the most ambitious and at the same time critically important tasks for any state that seeks to ensure the well-being of its citizens. For Ukraine, which inherited the outdated and inefficient Soviet model of medicine, these transformations are not just desirable, but vitally necessary. In the context of decentralization, limited resources and constant challenges, the creation of hospital districts acquires strategic importance. This approach has become not just another change, but a truly fundamental step designed to optimize the network of health care institutions, improve the quality and accessibility of medical services, and ensure the rational use of financial and human resources throughout the country. It is through the prism of the formation and functioning of hospital districts that we can assess real progress in building a modern, patient-oriented and financially sustainable medical system in Ukraine.
