Abstract

The materials consider the main stages of the transformation of Ukraine’s investment climate in the context of global crises and Russian armed aggression. The dynamics of foreign direct investment from 1992 to 2024 are analyzed, and structural legal and economic barriers that hinder the development of investment activity are identified. Particular attention is paid to promising sectors for capital investment, in particular IT, agroprocessing, infrastructure, defense industry and «green» energy. The post-war recovery is emphasized as a key investment opportunity, which should become a point of restarting the economy. The need for deep institutional reforms, modernization of the judicial system, transparent regulatory policy and active involvement of international partners is substantiated. The conclusion is made that it is investments that should play a strategic role in the future development of Ukraine, and a comprehensive state policy should be focused on forming a competitive, safe and predictable environment for foreign business.
