FACTORS OF FORMATION AND PRINCIPLES OF MANAGERIAL CULTURE OF A LEADER IN THE SPHERE OF PUBLIC ADMINISTRATION

The materials explores the system of factors influencing the formation of a managerial culture of a leader in the context of the development of public administration in Ukraine. It is argued that effective public governance is impossible without a high level of managerial culture, which is shaped by social, professional, moral-ethical, and psychophysiological factors. The principles that should underpin the managerial activity of a modern leader are identified, including humanism, competence, normativity, responsibility, and democratic values. Models of managerial qualities proposed by leading scholars are analyzed, and the role of the head of the civil service in shaping effective personnel policy is outlined. Particular attention is paid to the importance of human resources departments, professional training, adherence to ethical standards, and the adoption of best practices from international experience.
