EU COMMON AGRICULTURAL POLICY AS A MODEL OF SUSTAINABLE AGRICULTURAL DEVELOPMENT: OPPORTUNITIES FOR UKRAINE

Abstract

The scientific materials summarize the evolution and modern architecture of the EU Common Agricultural Policy (CAP), which ensures the leading positions of the European Union in the global agri-food market and a high contribution of value-added products. The key stages of reforms are shown: from price support and overcoming overproduction to the transition to direct payments, "multifunctionality" of agriculture and sustainable development policy. The current model of the CAP 2023-2027 is outlined, which is based on nine strategic objectives, national strategic plans, enhanced ecological architecture, innovations and digitalization. The two-pillar structure (market regulation and rural development) and the role of "green" instruments are revealed. The directions of approximation of Ukraine's policy with the CAP norms within the framework of the Association Agreement are analyzed, in particular, the harmonization of legislation, support reform, rural development, food safety and greening of production. The internal problems of Ukraine's agrarian policy and the influence of war as limiting factors are identified. The conclusion is made about the strategic importance of implementing the CAP principles for increasing the competitiveness, food security and European integration of Ukraine.
