MAIN PROBLEMS OF TERRITORIAL COMMUNITIES IN WAR CONDITIONS AND WAYS TO OVERCOME THEM

The theses examine the key problems of territorial communities of Ukraine that have found themselves in conditions of active hostilities or temporary occupation. It is established that such communities face a complex of economic, social, humanitarian and security challenges that significantly complicate the functioning of local self-government and the restoration of life. The state of infrastructure, labor market, life support systems and the social sphere is analyzed using the example of individual communities of the Kherson region. Special attention is paid to the issues of humanitarian crisis, demographic losses, destruction of social infrastructure and psychological state of the population. The main directions of overcoming crisis phenomena are determined, in particular through state support, international assistance, planning for recovery and increasing the resilience of communities.
