REINTEGRATION POLICY FOR VETERANS AND THEIR FAMILIES: INTERNATIONAL EXPERIENCE AND UKRAINE’S PRACTICE

Abstract

The theses examine the specific features of the formation and development of reintegration policy for veterans and their families in Ukraine under conditions of a full-scale war. The impact of hostilities on the growing number of veterans and the transformation of state veteran policy is revealed, in particular the need to create a comprehensive support system covering social, economic, medical, and psychological aspects. The institutional mechanisms for implementing veteran policy, the role of the Ministry for Veterans Affairs, and the regulatory and legal framework in this field are analyzed. Considerable attention is paid to the study of international experience in veteran reintegration, particularly the practices of the United States, the United Kingdom, France, Germany, Canada, and Australia, which makes it possible to identify effective models of veteran support. Key problems related to the scale of challenges, insufficient institutional coordination, and limited resources are outlined. It is concluded that there is a need to adapt best international practices, develop a comprehensive reintegration system, and strengthen the role of veteran policy as an important component of national security and post-war recovery of Ukraine.
