PROBLEMS OF IMPLEMENTING PUBLIC MANAGEMENT MECHANISMS OF ENERGY EFFICIENCY IN THE CONDITIONS OF POST-WAR RECONSTRUCTION OF MYKOLAIV

The theses are devoted to the analysis of the problems of implementing mechanisms for public energy efficiency management in the post-war reconstruction of the city of Mykolaiv. The main challenges in the field of energy management of the territorial community are investigated, the role of local governments in implementing energy efficiency policies is determined, and the directions of modernization of municipal infrastructure in accordance with European standards are outlined. Specific examples from the practice of the city of Mykolaiv are given, illustrating the systemic problems of implementing energy-efficient solutions in the field of heat supply, water supply, and housing and communal services. Practical recommendations are proposed for improving public energy efficiency management at the municipal level in the context of post-war reconstruction, including the creation of a Municipal Energy Office, the introduction of an institute of energy managers, and the digitalization of energy consumption monitoring.
