PROBLEMS OF PERSONNEL POLICY IN PUBLIC AUTHORITIES: THE CASE OF KHERSON REGIONAL MILITARY ADMINISTRATION

The materials analyzes the current challenges of implementing personnel policy in public authorities under wartime conditions, using the activities of the Kherson Regional Military Administration as a case study. It highlights the importance of combining strategic human resource management with prompt responses to the staffing needs of a region that has suffered significant losses due to military actions. Key difficulties are outlined, including a shortage of qualified personnel, the need to adapt staff to dangerous working conditions, emotional stress, and hindered communication while working in shelters. Special attention is given to measures for increasing employee motivation, creating conditions for professional development, implementing a performance evaluation system, and introducing digital HR solutions to automate personnel processes. The conclusion emphasizes the need for a comprehensive, flexible, and innovative approach to personnel policy as a key factor in ensuring the stability and effectiveness of public administration during a crisis.
