TRANSFORMATION OF HIGHER EDUCATION IN UKRAINE UNDER THE CONDITIONS OF GLOBAL CHALLENGES

Abstract

The scientific materials summarize the processes of transformation of higher education in Ukraine under the influence of technological, environmental, and geopolitical challenges. It is noted that universities are evolving from mere knowledge providers into entrepreneurial innovation centers that interact with business, industry, and the state. The stages of reform are outlined: de-Sovietization and autonomy of the 1990s, European integration through the Bologna Process, and the strengthening of quality and self-governance after 2014. The transition to an open deterministic quasi-competition model is identified, in which the state sets the rules while institutions compete for human, financial, informational, and reputational resources. Human capital and strategic management are defined as key success factors. The conclusion emphasizes the need to enhance innovation activity, internationalization of the educational process, and adherence to the principles of sustainable development as essential conditions for increasing the competitiveness of Ukrainian universities in the global educational space. The implementation of innovative technologies, participation in international research projects, and creation of a favorable environment for sustainable development will enable higher education institutions to ensure a high level of quality in education, research, and management. The proposed model combines the strategic role of the state and market mechanisms, forming a harmonious balance between the social mission of education, academic autonomy, and economic efficiency of universities, thus promoting their integration into the global educational community.
