CATEGORICAL DISTINCTION BETWEEN EFFECTIVENESS AND EFFICIENCY IN THE FIELD OF PUBLIC ADMINISTRATION

The theses examine the theoretical principles of assessing the effectiveness of public administration in the context of a transformational economy. The relevance of the study is substantiated in terms of ensuring the improvement of the quality of management decisions, the rational use of public resources, ensuring the transparency of public administration and achieving the strategic goals of socio-economic development. It is noted that in modern scientific discourse there is no single approach to interpreting the concepts of "effectiveness" and "efficiency", which necessitates the need to clarify their content and delimitation. Scientific approaches to understanding the above categories are summarized and it is established that effectiveness should be considered as the degree of achievement of set goals and planned results, while efficiency characterizes the number of results obtained and resources spent. Attention is focused on the significance of the effective approach in the context of post-war reconstruction, the growing need for transparent monitoring of the use of budget funds, international aid and investment resources. The conclusion is made about the need to form a scientifically sound system of criteria and indicators for assessing the effectiveness of public administration.
